I just got a new computer and ran "setup workstation" to enable our DB/Text database (from the server) on the new computer. All I get is a grey screen with no functions (catalog, loans, search, etc.) Is there another step needed to "load" the individual functions from the server?

It sounds like you need to do one more step and that is to select a menu screen. To do this, open your DB/TextWorks again - so you see the "grey screen" - and select Menu Screen from the menubar and then Select... Chose the option, "Use the Menu Screen in a File..." Now locate the menu screen that you were using before, on your old computer; this was most likely LibCat.tbm. When you locate it, select it and click Open.
