When using WebForm to enter database records, the following has been noted:
Inputting text with hyphen or apostrophe marks is OK. Text with hyphen or apostrophe marks copied/pasted from a .DOC file into the WebForm is not OK. Hyphens and apostrophe marks become question marks. JulieN |

That's because the characters that you're pasting from a Word document are NOT normal hyphens or apostrophes. They're m-dashes or n-dashes, and curly quotes; probably Unicode characters.

Where/how does one find normal 's and -s if the keys sharing the " and _ marks, respectively are NOT normal?

As you discovered yourself, one simply types normal apostrophes and hyphens. The issue you're encountering is because you have your Word Tools>AutoCorrect Options>AutoFormat (and/or AutoFormat as You Type) set to replace:
x "Straight quotes" with "smart quotes" x Hyphens with dash |
