Using DB/Text v6, I just tried the following:

File > Import > choose a csv file > Add/Replace Options > Check for matching records (Append Field entries/Reject new record). Then click OK without specifiying fields to check.

You get an error, as you would expect, but the Add/Replace tab then turns into the File Format tab(!)
