Is there a shortcut key or way to script a shortcut open the edit validation lists dialogue box?

Try addding an icon to your main menu toolbar.

Tools > customize toolbar > add either
Edit validation Lists or
Edit Substitution Lists

when your in a suery screen/edit screen, do the same but select current toolbar, unless you added it to the main toolbar then it should appear all the time.... no matter what extabase / screen your looking at.

Do you really want the Edit Validation Lists dialog box? It would be somewhat odd to add this to the toolbar for the Query screen.

Perhaps you're referring to the Browse Choices button, which would be appropriate for either the Edit or Query screen? The Browse Choices button displays the validation list for Edit screens and the indexes for Query screens.

Note that you can only add the Edit Validation Lists toolbar button to the Main toolbar. It's not currently available on the toolbar for the Edit window.

And there's no Command script for Edit Validation Lists. There is a Command script for Browse Choices, as Luke indicated.
