Please note that I have added the IUSR_machinename account under security properties, but it kept reverse back to read-only permission. Can someone show me how to proceed?

Error msg when internet user (IUSR_MachineName)tries to edit the record from IE: DB/Text WebPublisher cannot modify records because it does not have write access to the textbase.

It seems that you have not given this account enough rights on the database files (or the directory where the database files are situated, if all databases should have write permissions).

Thank you, Nee. You're right. I've fixed the issue by granting write permissions to the directory.
